Eiropa mainīgajā pasaulē: iekļaujoša, novatoriska un domājoša sabiedrība

Eiropas aktuālākais izaicinājums saistās ar nevienlīdzības un sociālās atstumtības mazināšanu. 80 miljoniem cilvēku ietekmē nabadzības riska iespējamība, 14 miljoni jauniešu nav iesaistīti izglītības apguvē un nestrādā algotu darbu. Mēs vēl joprojām neesam pārvarējuši ekonomiskās krīzes sekas, kas noveda pie augsta bezdarba daudzās valstīs – daudzviet bezdarbs jauniešu vidū pārsniedz 20% atzīmi arī pašlaik.
Programmas vispārīgais mērķis ir mazināt nevienlīdzību un sociālo atstumtību, īstenojot inovāciju un sabiedrības iesaistīšanu, kas, attīstot iekļaujošu, inovatīvu un spriestspējīgu (domājošu) sabiedrību, būs ilgtspējīgas Eiropas integrācijas pamatā.
Pasaulē norisošā multipolārā attīstība ietekmē ES, izmaiņas daudzās jomās ir saistāmas ar migrāciju un cilvēku mobilitāti, ļoti būtisku iespaidu atstāj eiropiešu novecošana. Lai izprastu pārmaiņu procesus un to ietekmi, ir svarīgi īstenot starpdisciplinārus pētījumus, kas ne tikai ietvertu humanitārās un sociālās zinātnes, bet arī būtu saistītas ar komunikāciju tehnoloģijām. Eiropa un tās dalībvalstu nacionālajai politikai jāturpina modernizācija, tai pat laikā izvērtējot sociāl-ekonomiskās attīstības un kultūras sasniegumu daudzveidību un pastiprinot zināšanas par to, kādi risinājumi nepieciešami modernai sabiedrībai.
2014 un 2015.gada pētniecības un inovācijas aktivitātēm jābūt fokusētām uz:
- Tādu jaunu ideju, stratēģiju un pārvaldības metožu radīšanu, kas ļautu straujāk pārvarēt krīzes sekas (elastīga ekonomiskā un monetārā savienība, ES izaugsmes scenārijs, ES sociālā politika, nākotnes risinājumi ES integrācijai, jaunradītas tehnoloģijas sabiedriskā sektora vajadzību nodrošināšanai).
- Jaunatnes vieta iekļaujošā, ilgtspējīgā un inovatīvā Eiropā (darba vietu radīšana, jauno cilvēku mobilitāte, pieaugušo izglītība, jauniešu iesaistīšana sociālajos un politiskajos procesos, publiskās administrācijas modernizācija).
- Spriestspējīgas sabiedrības: Eiropas daudzveidīgā kultūras mantojuma apzināšana, pagātnes pieredzes un tradīciju izvērtēšana un izmantošana, 3-D modelēšanas iespēju izmantošana Eiropas kultūras vērtību apguvē un pieejamībā.
- Eiropa kā globāls spēlētājs: sadarbība pētniecībā un inovācijā ar trešajām valstīm, jauna ģeopolitiskā kārtība Vidusjūras valstu reģionā, ES Austrumu partnerība un partnerība ar citām valstīm, pētījumi par Eiropas globālo lomu, par savstarpējo ietekmi un saiknēm ar pasaules reģioniem.
